Once a law has been passed federal agencies create regulations that are used to enforce the law. On the federal level, new rules are announced in the Federal Register. These new rules are available for public comment and after a set period of time and review the rules are made final. The new rules are then codified (organized into topics) and published in the Code of Federal Regulations.
